Minutes of the Bonnyrigg and Lasswade Community Council
Thursday 8th February 2017, 7pm

1. Welcome/In Attendance- Marnie Crawford (Acting Chair), Bill Macdonald (Community Councillor), Jennifer Gad (Minute Secretary), Community Police Officer Dan Lennie, Ann Morrison (Community Councillor), Owen Proudfoot (Community Councillor), Ruth Scott (Community Councillor), Dianne Easton (Community Councillor), Sheila Metcalfe (Community Councillor), Janet Lay-Douglas )Midlothian Councillor), Ed Angus (Associate Member CC), Alan Waugh (Member of Public), Jeremy Schmid, Jan Irvine (Community Councillor), John Murray (Member of Public), AN Other member of public.
2. Apologies- Ian Sprott and Councillors Derek Milligan and Dianne Alexander sent apologies.
3. Minutes- After amendment, minutes proposed by Darius Namdaran and seconded by Owen Proudfoot. Minutes therefore duly accepted.
4. Matters Arising from the Minutes- RBS- It was noted that despite opposition, the Royal Bank of Scotland branch on Bonnyrigg High Street will indeed close. Dog Fouling- Discussion on whether to put this item on next month's agenda. No real interest in pursuing this issue. Planning Park Road- Darius noted that the CC objection to this planning application was not called in by Midlothian Councillors. In addition, documentation from the Planners was not posted in October 2017 as it should have been (to serve as a reminder to residents of plans). It would therefore appear that due process was not followed. Councillor Derek Milligan is to bring this to the awareness of the Planners.
5.Police Report- Pc Dan Lennie provided a detailed report of crimes within the area over the previous month. Throughout Bonnyrigg there has been a significant number of thefts from cars. Police advice is to lock all cars, sheds and doors. The Police offer a pack of shed/car alarms for roughly £20. PC Lennie hopes to bring a demonstration pack to the next CC meeting. There is a Community Action Team dedicated to Bonnyrigg at weekends. This team will be solely focussing on anti social behaviour. Discussion ensued about the scope of CCTV in Bonnyrigg. PC Lennie pointed out that CCTV is run by Midlothian Council, not the Police. CC Ann asked if the CC might be in touch with the Council to discuss having CCTV turned on more often, in order to assist Police in investigating crimes.
6. Report from Midlothian Councillors- Councillor Janet Lay-Douglas reported that Council are focussing on working towards the Budget meeting on 13th February where all parties will work together for Midlothian.
7. Issues raised by Members of the Public- Member of the Public brought up the issue of speeding traffic on and around Church Road and wondered if more speed bumps might
help. PC Lennie suggested that bollards would result in fewer cars as there would be no through traffic. Councillor Dianne Alexander will take up this issue with the Council.
8. Road Issues- Lasswade P.S CC have received some complaints over the parking restrictions near the Primary School. Member of Public raised concerns that residents in the local area were posted notification of this trial of parking restrictions and this was not the case for parents of children attending L.P.S (who had letters put in children's bags). As a result of this restriction, the parent has to pay for his children to attend the Breakfast club to ensure he gets to work in time. He is concerned that Midlothian Council has not considered the potential financial implications of these restrictions. Another member of the Public who lives nearby but out with the restricted parking area also raised concerns over road safety. He lives in the vicinity of James Leary Way and reports an increase of traffic and some unsafe parking (and resultant unsafe overtaking) at school drop off/pick up times. Midlothian Councillor Janet Lay-Douglas responded to complaints saying that this is a trial of parking restrictions and consultations will take place with residents and parents in both March and September of this year. She agreed to CC requests for a public meeting in April for residents of the local area (not just those within the area of restrictions) and parents of the school. Details to be confirmed. UPDATE Councillor Lay-Douglas has spoken to Council staff who believe the situation around the Lasswade Primary School is settling down and would like to wait and consider public meeting after the planned March/April Consultation.
Grit Boxes- Requests for more grit boxes (and for grit) should be made to Rick Moffatt at Midlothian Council. CC Ruth noted that there is still a need for another grit box on Laird Terrace. It was agreed that the system of online requests for further grit boxes does not seem to be working and that the CC need to identify the Policy on Grit boxes (where and why they are installed in some places and not in others).
CC Darius noted that the current works by Virgin have caused considerable damage to pavements throughout Bonnyrigg. Perhaps this is an issue that Midlothian Council should taken action on. CC to think about this issue further once all work is completed.
9. Planning HS12 (Dalhousie Chesters) Plans for this development will be available to view at the public exhibition on 8th March at the Rugby Club.
Consultation on Crematorium Marnie and a few CCs will meet with directors of a Crematorium Firm to discuss the potential for building a crematorium in the local area. This is at the very early stages of discussions and there are no formal plans in place as of yet.
Tesco The CC have responded to plans for a McDonalds Drive Thru in the car park at Tesco with a neutral stance and noting some areas for concerns (litter, increase in traffic). It is now known that there are developers at the Pre Application stage for land adjacent to Tesco. Plans are for a Coffee Shop Drive Thru and another Fast Food Drive Thru. Surveyor has been in touch. CC need to have more information to form an opinion., however initial thoughts are that this area is still considered green belt. However these businesses could provide welcome employment opportunities for local people.
10. Financial Report- Midlothian Council grant awarded to CC amounts to £585. Marnie confirmed that CC accounts do not have to be officially audited but rather only checked by a current Midlothian Councillor. New treasurer Sheila to write cheque for £1713.89 which is to be sent to the Twinning Committee. All monies owed will therefore have been returned and the Twinning account can be officially closed by signatories Darius and his wife.
Correspondence- CC have received the response of the Midlothian Federation of Community Councils to the Planning Bill. From correspondence there is a need for further traffic orders for more disabled parking spaces within Bonnyrigg.
12. Admin Matters including Residents Forum Update- Darius gave an overview of the relationship between the CC and the Bonnyrigg and Lasswade Residents Forum on Facebook. The forum was initiated by the CC, which should therefore have a supervisory role. 8700 people are now members of the forum which is managed by 6 administrators. In general the CC allow members to decide on the usage of the Forum. The Forum has now grown beyond BLCC in that it covers areas out with Bonnyrigg and Lasswade. Thanks go to the Admin team for their hard work in running the Forum.
13. AOCB- Police Survey completed and submitted by CC Owen. CC Ruth noted a useful Directory of Services for Older People in Midlothian, which is available in libraries and doctor's surgeries.

Criminal Activity February 2018
Beat Area BD01 – Bonnyrigg, Lasswade, Poltonhall & District
During the month of February 2018 in the beat area BD01 – Bonnyrigg, Lasswade, Poltonhall & District – there were 56 recorded crimes reported, of which 18 were solved (32% solvency).
During this time period, there were 260 calls to Police Scotland.
INCIDENTS OF NOTE
About 1700hrs, Friday 2nd February 2018 in Burnbrae Road, Bonnyrigg the driver of a Lamborghini motor car was reported for driving without insurance. The vehicle was seized and impounded.
Between Saturday 3rd February 2018 and Tuesday 5th February 2018 a sculpture within King George V Park, Bonnyrigg was damaged.
Overnight between Monday 5th February 2018 and Tuesday 6th February 2018 a Peugeot motor car was entered and money stolen from within whilst parked in Durham Bank, Bonnyrigg.
Between 1530hrs, Monday 5th February 2018 and 0830hrs, Tuesday 6th February 2018, a red coloured Integer 26 mountain bike was stolen from outside an address in Myre Court, Bonnyrigg.
Overnight between Monday 5th February 2018 and Tuesday 6th February 2018 whilst parked in Burnbrae Road, Bonnyrigg a Chevrolet motor car was entered. Nothing stolen.
Between 2130hrs, Monday 5th February 2018 and 0800hrs, Tuesday 6th February 2018 whilst parked in Burnbrae Road, Bonnyrigg a Mercedes motor car was entered and golf clubs stolen from within.
About 0850hrs, Tuesday 6th February 2018, the owner of an Audi motor car parked in Burnbrae Terrace, Bonnyrigg noticed that his vehicle had been entered overnight and a briefcase stolen from within.
Between 2100hrs, Monday 5th February 2018 and 0830hrs, Tuesday 6th February 2018, a Vauxhall Zafira motor car parked in South Chesters Drive, Bonnyrigg was entered and searched. Nothing was stolen.
About 1220hrs, Thursday 8th February 2018, a 35yr old male was reported for driving a Ford Transit motor vehicle in Cuguen Place, Lasswade whilst under the influence of alcohol, with no driving licence and no insurance.
Following a collision between a parked car and his vehicle at Hillhead, Bonnyrigg, which occurred about 1140hrs, Saturday 10th February 2018 a 37yr old male has been reported for a driving offence.
About 1300hrs, Saturday 10th February 2018, a 38yr old female was detained by staff at the Co-op, High Street, Bonnyrigg having been seen stealing meat products. She was reported for the offence.
About 1450hrs, Saturday 10th February 2018 during a vehicle speeding check at Hillhead, Bonnyrigg a 25yr old male was issued with a Recorded Police Warning for possessing a controlled drug.
About 1845hrs, Saturday 10th February 2018, a window was smashed at a house in Skeltiemuir Avenue, Bonnyrigg.
On Monday 12th February 2018, about 1600hrs, in Moorfoot View, Bonnyrigg a female was issue with a Recorded Police Warning having been found in possession of a small amount of controlled drugs.
About 2150hrs, Monday 12th February 2018, a house in Royal Scots Medway, Bonnyrigg had it’s front window smashed.
Between 21:15 and 21:40 hours, Friday 16th February 2018, a van window was smashed on Dobbies Road, Bonnyrigg.
Overnight between 16th – 17th February 2018 a vehicle was broken into on Dickson Grove, Bonnyrigg and a case of beer stolen from within.
About 1300 hours on Sunday 18th February 2018 a 46 year old male was arrested and charged for possessing an offensive weapon at New Poltonhall, Bonnyrigg.
About 1500 hours on Sunday 18th February 2018 a quantity of meat was stolen from the Coop, Bonnyrigg. The male responsible is white, about 50 years old, 5’10”, average build, with stubble, wearing a large olive coloured hat and a jacket.
About 1955hrs, Monday 19th February 2018 a female, aged about 30yrs, about 5’4”, wearing a black jacket entered Tesco Express, Rosewell Road, Bonnyrigg and stole meat from the refrigerated display.
About 1745hrs, Wednesday 21st February 2018, a female aged about 30, wearing a blue coat entered the Coop, High Street, Bonnyrigg and stole meat from the display.
About 2145hrs, Wednesday 21st February 2018, 2 males wearing dark tracksuits ran into the Tesco Express, Rosewell Road and stole two cases of beer.
About 1930hrs, Tuesday 27th February 2018 a female wearing a purple jacket and a white hat stole meat from the display at the Coop, High Street, Bonnyrigg.
We are still carrying out pro-active speed checks at Hillhead and Wadingburn Road, and other areas in and around Bonnyrigg following concerns raised by local residents.
Unit Pricing of Alcohol Police
Scotland is committed to keeping people in our communities safe and ensuring we provide a service in times of crisis and need. Through public consultations, communities throughout Scotland have made it clear that tackling violence and disorder is of paramount importance. Excessive consumption of alcohol is often directly responsible for such criminal acts and therefore Police Scotland supports any measure that could potentially have a positive impact on alcohol fueled crime and disorder. The specific question as to the price of a unit of alcohol is not one that Police Scotland will make direct comment on, at this time, however we will work in partnership through the Evaluation Advisory Group to evaluate the impact of this legislation, taking cognisance of a variety of factors including the unit price.
