3 VISITOR MATTERS: David Brown asked if the Council could help in any way in his search for new lights for his Christmas garden display funding for Marie Curie Cancer Care from his home at Polton St. He’s run this for several years. He specificallyu asked about lights being available in Dalkeith. Councillor Milligan said he would look into it.
4 MINUTES of PREVIOUS MEETING-on 12th April.
These were asked by Marnie to be considered.On the motion of Sheila Metcalfe seconded by Jan Irvine they were agreed and accepted to be a true and fair summary of proceedings.
5 MATTERS ARISING FROM THOSE MINUTES
CC Darius queried the figure of £ 2669.60 stated as the balance of Bank and Cash monies held at the end of last year but this was agreed to be accurate or at east accurate in terms of the “ Statement of Account for Bonnyrigg and Lasswade Community Council Year end 31 December,2017 “,internal calculations as produced.
The optimum area of jurisdiction of the Community Council in relation to our boundary with Eskbank C.C. was further discussed.The general feeling was that the A7 should be our eastern boundary and that the boundary with Dalkeith was open for discussion and negotiation . As it stands we have part of the far ( eastern) side of the A7 up to Melville Dykes Road roundabout from the Hardengreen roundabout,down the Lasswade Road across to the river NorthEsk and down the)river to a three way split with Dalkeith C.C. and Eskbank and Newbattle C.C. ( Just beyond Elginhaugh Bridge). Eskbank and Newbattle C.C. was to be asked to send us a map of their preferred boundary.
6 POLICE REPORT
Community Policing Officer Jonathan Cassidy produced a DNA marker for assertion of ownership of articles as a recovery aid following theft,and a shed alarm.
He said that there were “ Hundreds of bikes” lying unclaimed at Dalkeith Police Station which can’t be allocated to their owners because of lack of proof of ownership. The marker swab provides this proof and can be put on any item of property. He had the marker swab and shed alarm for sale at a combined price of £20.00 and sold one or two on the spot. They are available at that price at Dalkeith.
Ann Morrison then raised the issue of the nuisance of pavement parking and what could and should be done to tackle its prevalence in the townin places like Lothian St. P.C. Cassidy commented that there was no statutory offence as such of parking on the pavement but it could be considered and charged as “obstruction”. Bill MacDonald commented that it should be considered as a statutory offence as “driving without due care and attention or without reasonable consideration for other road users”
7 REPORT from MIDLOTHIAN COUNCILLORS
Derek Milligan,the only Midlothian Councillor present, gave his report focusing on licensing and planning issues.
He said that the HS10 (Dalhousie Mains) housing development had been granted planning permission with the only developer’s contribution being the access bridge over the Pittendreich Burn. This followed the Reporter’s completed remit.
On licensing of alcohol sales he referred to a current case ( as of May 10th on appeal) of a licence revoked for selling to the under-aged. He said that the appeal is apparently based on inadequate weight allegedly given by the Board to the manager having been sacked on the licence holder having become aware of the sales. Meantime the licence is valid pending the outcome of the appeal. Commenting on the argument by some that there is overprovision of licensed premises he said that there had been a drop in recent years in the number of licensed premises in both Bonnyrigg and Dalkeith. He added that “Morrisons will sell more alcohol in Dalkeith than all the pubs and other licensed shops combined”.
8 PLANNING
CC Marnie Crawford reported that she had written letters of objection to the planning proposals for house building at Kevock Nursery Houses and at School Geen in the middle of Lasswade. Discussion followed on which issues of planning could be competently determined by staff acting alone and which had to go to the Planning Committee of Midlothian Council. Derek Milligan commented on the report given at the MFCC Planning Day that Midlothian was said to be the only Council in Scotland where all Councillors sat on the Planning Committee. The result of this is that any cases taken to the Review Board were heard by the same Councillors again. Councillor Milligan said it was only when a decision had been made by Officers that it could go to the Review Board.
Marnie then asked for volunteers to be her specific consultees on the terms of letters of comment on or objection to planning proposals to be sent by her on behalf of the Community Council to Midlothian Council planning officers. Ann Morrison and Darius Namdaran volunteered for this role.
9 G.P.PRACTICE BOUNDARIES
There had been a review of these by NHS Lothian.
Marnie said she had looked at a series of maps illustrating the proposed distribution of patients between practices according to area as shown by these and had felt unable to come to any particular view on whether any changes were appropriate based on these alone. No-one looked likely to be disenfranchised.
Derek Milligan commented that as both Loanhead and Newtongrange had new practice recently this should relieve the strain on the Bonnyrigg Health Centre practices.
10 NEIGHBOURHOOD PLANNING
Ed Angus reported on how BLCC fitted into theoverall planning structure.
11 BUSINESS PLAN for BLCC , MISSION STATEMENT and OBJECTIVES And Action Plan
CC Ed Angus said he had been working on a draft “ Business Plan” for BLCC for one, two, or three years, separate from the Constitution ,to include a” Mission Statement” and “ Statement of Objectives” to be followed with an “ Action Plan” once the Objectives had been agreed.
His “Mission Statement”:
“To be an organisation that creates positive outcomes for the community constituents of Bonnyrigg and Lasswade”.
Proposed Objectives
a. To ensure that the Communities we represent have easy ways to communicate with us as a statutory Community Council organisation. This is to be achieved by outreach to the Community through the media of Community Newsletters ,TV, Newspaper Articles, Web Sites, Facebook Forums and public access to our monthly meetings.
b. To pledge that our Community Councillors will listen to the Communities we represent and ensure that valid concerns, fresh opportunities and innovative forward thinking strategies be communicated to Midlothian Council and all its affiliated organisations, Scottish government and National Government as appropriate. Also to interpret Midlothian Council’s Policies and Consultations sharing them with our Community to provide a platform for ordinary citizens to respond.
c. To interact with Midlothian Council Planning, including overarching Midlothian Local Council Plans, CPP Single Plans and singular Planning Applications submitted to Midlothian Planning Department. We undertake to examine all building planning applications for the Bonnyrigg and
Lasswade area, responding appropriately on behalf of the Community.
d. To help formulate and lead Neighbourhood Planning in conjunction with Poltonhall C.C. and other representative bodies in the Bonnyrigg, Lasswade and Poltonhall areas. To ensure that after plans have been created and approved, progress is monitored on a half yearly basis to measure success or failure of approved plan objectives.
e. To ensure that liaison with the Federation of Midlothian Community Councils proves to create positive outcomes for the wider Midlothian Community. To ensure that Federation representatives on bodies such as the Midlothian Community Planning Partnership properly and accurately reflects any major positive outcome published within the Bonnyrigg and Lasswade Action Plan.
f. To create and publish an Annual Action Plan outlining our aims and objectives for the coming year. This plan would be broadcast through to the Community and also upward to Midlothian Council
g. To involve young people over the age of 15 in the work of the Community Council through interaction with Senior Secondary Schools serving the Bonnyrigg and Lasswade area. This objective must be designed to encourage our young people to become involved in the betterment of our community and perhaps subsequently, becoming Community Councillors in their own right.
h. To involve Colleges of Further Education and Universities that serve the Bonnyrigg and Lasswade area in mutually selected Community led projects utilising their research facilities and student-centred assignments and thesis.
i. To seek out funding sources to achieve the ambitions of our Objectives and our Action Plan.
j. To conduct local surveys, petitions and campaigns on issues having a negative effect on our Local Community.
On Darius commenting on the specific actions and resources required to pursue these objectives successfully Ed said it would be up to Community Councillors to take these on. Further comment and debate was deferred to the next meeting.
12 A.O.C.B.
Three issues were raised here.
CC Diane Easton expressed concern about an imminent march or parade she believed was due to take place in Bonnyrigg this summer and whether this was appropriate for the community. Derek Milligan responded by emphasising that there was a prima facie right to march and the Council could only control routes unless adequate cause otherwise was shown.
Ruth Scott raised the issue of deteriorating potholes in various streets in the town becoming a danger and badly needing attention. This was generally agreed as was the lack of necessary resources to effectively deal with this.
Ann Morrison raised the issue of overcrowding at Lasswade High School Centre.

Police Report for May 2018
During the month of May 2018 in the beat area BD01 – Bonnyrigg, Lasswade, Poltonhall & District – there were 76 recorded crimes reported, of which 40 were solved (52% solvency).
During this time period, there were 363 calls to Police Scotland.
INCIDENTS OF NOTE
About 6am on Wednesday 9th of May police recovered a golf buggy on the pathway near to Auld Coal Rise, Bonnyrigg, which was later discovered to have been stolen from Broomieknowe Golf Course.
About 1.30am on Wednesday 9th of May an attempt was made to break into a business premises on High Street, Bonnyrigg by the culprits throwing a brick through the window. No access was gained and they made off on the alarm activating.
About 3.15pm on Friday 11th of May police stopped a car on Cameron Crescent, Bonnyrigg. The 25 year old male driver was arrested for drug driving and a report has been submitted to the Procurator Fiscal. A 30 year old male passenger was issued with a restorative police warning for possession of cannabis.
About 5pm on Friday 11th of May a car parked on Durham Place, Bonnyrigg had its wing mirror broken off by a suspect male, approx. 16 years old, short dark hair, light trousers, black top.
About 1.30am on Sunday 13th of May on Lothian Street, Bonnyrigg, an 18 year old male was given a restorative police warning for drinking alcohol in the street.
Overnight between Saturday the 12th and Sunday the 13th of May a number of garden sheds on Waverley Crescent Bonnyrigg, Auld Coal Avenue and Auld Coal Terrace, Bonnyrigg were broken into with a number of items stolen from within. Police enquiries ongoing.
On Saturday the 12th of May a pedal cycle was stolen from outside an address at Auld Coal Avenue.
About 8am on Tuesday the 15th of May police executed a misuse of drugs warrant at an address on Dobbies Road and a quantity of drugs were recovered. A 17 year old man was charged with offences in relation to this.
Between 4.30pm and 9pm on Wednesday the 16th of May a DVD player was stolen from an insecure property on Waverley Park.
About 10pm on Friday the 18th of May a male entered Tesco, Rosewell Road and thereafter threatened and head butted a member of staff. Police enquiries are ongoing.
About 2am on Sunday the 20th of May unknown person(s) gained entry to a property on Grove Farm Gardens, stole electrical goods and a quantity of cash and attempted to steal vehicles belonging to the property owner.
About 3pm on Wednesday the 23rd of May a 37 year old female was charged after being stopped driving a vehicle without insurance or a driver’s licence on Andy Kelly View.
About 4pm on Saturday the 26th of May a 26 year old female was arrested and charged after causing a disturbance and assaulting another female at Polton Court.
About 10pm on Sunday the 27th of May the occupier of an address on Eldindean Road discovered that her Nike trainers had been stolen from the common stairwell.
About 1am Tuesday the 29th of May a vehicle was stopped by police at Hillhead and a quantity of drugs recovered from within. The occupier of the vehicle was charged accordingly.
On Wednesday the 30th of May a 23 year old male was arrested at Campview Road after breaching bail conditions.
About 8am on Wednesday the 30th of May a male stole a quantity of alcohol from Co-op.
Throughout the month of May police received numerous calls regarding youths causing a nuisance throughout the Bonnyrigg area. On all occasions where youths were traced they were taken home and warned or charged accordingly in front of their parents.

About 1am Tuesday the 29th of May a vehicle was stopped by police at Hillhead and a quantity of drugs recovered from within. The occupier of the vehicle was charged accordingly.
On Wednesday the 30th of May a 23 year old male was arrested at Campview Road after breaching bail conditions.
About 8am on Wednesday the 30th of May a male stole a quantity of alcohol from Co-op.
Throughout the month of May police received numerous calls regarding youths causing a nuisance throughout the Bonnyrigg area. On all occasions where youths were traced they were taken home and warned or charged accordingly in front of their parents.
