Before this meeting there was a presentation by the company Blairgar on their proposal to build a crematorium on the outskirts of Lasswade. The presentation was followed by a Q&A session. The notes from this presentation are published following the minutes below.

Chair Marnie welcomed the visitors to the meeting and everyone round the table introduced themselves.

The minutes were considered a true report of the meeting and were approved by CCs Owen [as the proposer] and Bill [as the seconder].
Matters arising from the previous minutes
Proposed Community Council boundary change. Marnie has not received any comments about this and only one house is affected by the boundary change. All present indicated they were happy for the boundary change to go ahead and the motion was accepted. Marnie will take this forward.
Post Office closure. Chair Marnie has sent e-mails to teams at the Co-op but has had no response so far. CC Darius reports that our attempt to contact the Co-op is not considered as a formal request to incorporate the Post Office and the Community Council must find out how to do this. Chair Marnie will forward her e-mail to the CEO of the Co-op to request details of the correct procedure.
Also, there is to be a meeting between the police, the Council, councillors and the Co-op to discuss their Bonnyrigg store layout.
Parking at Lasswade Park; Chair Marnie hasn’t had an opportunity to follow up on this. Councillor Milligan has looked at it and believes parking is still an issue, particularly with people attending the sporting clubs and events. The owners of the storage container have been asked to remove it and the Council has offered them help to find another suitable location for it.
Small grants application for CC administration costs has been submitted by Chair Marnie.
Wreaths have been purchased for the Remembrance Ceremony on 11 November. One wreath each for Bonnyrigg and Lasswade. CC Ruth’s husband will attend, and Darius will be on standby to provide assistance. Chair Marnie will attend the Lasswade ceremony.

Report from Midlothian Councillors
Councillor Alexander has been looking into the passage of nuclear armaments through Midlothian and how the local population would be protected in the event of an accident.
Councillor Milligan has been occupied with continuing budget challenges. Midlothian is the fastest growing region with the largest population increase by people with young families and elderly residents, so a ‘perfect storm’ in terms of finding resources for the services these groups will require, for example schools, care provision. Income from Council Tax isn’t sufficient to cover everything; the council received £40 million in Council Tax receipts but paid the same to cover education staffing costs alone. They are having to weed out every unnecessary expenditure to bring the budget under control. They are also having to set aside funds to deal with the recent anti-social behaviour by some young people around Midlothian; Social Services must be involved and if any of the parties responsible have to go into secure accommodation the bill for this will be £250 000 per person.
Councillor Milligan working with the Council Licensing Board and the police to review the Co-op’s licence to sell alcohol focussing on two specific categories: Crime and Disorder and Protecting Children from Harm.
Obstacle Course for Waverley Park
CC Bill MacDonald has met with the Council to discuss the plans for the project, particularly the materials required. If funding can be raised for the obstacle course and it is built to the required specification the Council will take over the maintenance of the facility. CC Bill has approached several local companies and has identified a funding application deadline which falls at the end of October. The meeting discussed whether this should be a Community Council project and if the funding application should be made by the Community Council. There followed a discussion about the nature and design of the obstacle course. The meeting agreed to produce a map of the structure and post a consultation about the project on the Residents Forum. CC Bill will submit the funding application in principle.
Planning
Rumours have been circulating about plans for the former shop next to Gigis restaurant.
HS11 plans for 240 houses. There are many aspects of this to consider and it was decided to look at this at the next meeting of the Community Council.
The Community Council Planning Day is being held on 24 November. This is the framework that many local decisions are being framed around therefore it is important to encourage local residents and community groups to get involved. CC Diane will post a message about it on the forums to promote the event.
CC Darius reported that building work has started on the former market site in Bonnyrigg High Street. There is a restriction on the building of one block subject to parking provision and he asked Councillor Milligan if there had been any progress; Councillor Milligan wasn’t aware of any.

The presenters represent a company called Blairgar which has experience of building and refurbishing crematoria, for example in Dumbarton and Melrose. They believe that with Midlothian’s growing population there is an increasing demand for this type of facility. They presented plans of a crematorium in development at Bishopbriggs.
The proposed site will be on the outskirts of Lasswade close to Wadingburn. The site will be 12-15 acres and the building itself 70 square metres. The chapel will have capacity for up to 120, with the option to make it smaller if required. The chapel and offices will be at the front of the building, with the crematory to the rear. Professional landscape gardeners will be employed to ensure the exterior of the crematorium will be developed to a high standard.
Estimated parking provision will be:
70 car parking spaces
68 overspill parking spaces
3 taxi bays
1 coach parking space.
There may be a requirement for a roundabout at its entrance from Lasswade Road. The design will include separate entry and exit points so that different funeral corteges will not meet each other. The exterior of the building will have a covered area where mourners can congregate in inclement weather.
Estimated employment will be 7 full time staff, with possibly more at peak times of operation as well as seasonal staff for example gardeners. The presenters also believe there will be a positive impact on the local economy as other businesses, for example taxi companies, florists and pubs/hotels will benefit from increased spending. Blairgar will submit an economic assessment with their pre-plan application to the Council.
The presenters believe this new facility will provide local residents more choice and reduce pressure on existing crematoria in Edinburgh.
There were a few questions on the following areas of concern.
Traffic issues and the very high volumes of traffic using Lasswade Road.
The crematorium’s expected hours of operation will be 09:30 to 16:30, and peak times are usually between 11:00 and 14:00. The presenters didn’t believe that traffic would be substantially increased by visitors to the crematorium and indeed people must travel that way to get to existing crematoria in Edinburgh. Blairgar will include a traffic assessment as part of their pre-plan application.
Property values and the possible stigma of living next to a crematorium.
National Guidance states that a crematorium should not be built within 200 metres of a residential property. The presenters didn’t believe there would be a significant effect on local property values. Also, the architect believes that because of the site layout and the surrounding trees very little of the building will be visible.
Environmental concerns.
All local authorities have been required by law to refurbish their existing crematoria with modern materials. New crematoria are built to the same specification and consequently the air coming out of the chimney stack is cleaner than air in the normal environment.
Green belt.
There is a risk this would send a message that the green belt in Midlothian will be fair game for development. However, there are already precedents with other commercial business such as Dobbies etc at Melville and these have not led to residential development in those areas.
Local residents’ concerns about the management of Haveral Wood.
The wood will be managed and the trees kept as they are. The company will tidy up the site and remove any dead trees and foliage but the wood will be kept as part of the site landscape. The site will be fenced off but people will have access to walk through. Blairgar will conduct a full habitat survey of the area, looking at trees, plants and any protected species) and will be working closely with the Council’s ecology team.
How long will it take to complete?
The planning process including consultations and feedback is estimated to last around 1 year. The building itself should take around 9 months to complete.

During the month of September 2018 in the beat area BD01 – Bonnyrigg, Lasswade, Poltonhall & District – there were 72 recorded crimes reported, of which 31 were solved (43% solvency).
During this time period, there were 353 calls to Police Scotland.
INCIDENTS OF NOTE
About 5am, Saturday the 1st of September a 17 year old woman was issued a recorded police warning for consuming alcohol in the street at the High Street.
About 8pm, Saturday the 1st of September a man stole a quantity of alcohol from Spar.
About 9pm, Monday the 3rd of September a 37 year old man was reported to be behaving in a threatening and abusive manner at a premises at High Street, Lasswade and has been reported to the Procurator Fiscal.
About 3pm, Wednesday the 5th of September 2018 a 17 year old woman behaved in a threatening and abusive manner towards staff and members of the public at the Lasswade Centre. She was subsequently traced and has been reported to the Procurator Fiscal.
About 2am, Friday the 7th of September a man was issued a recordable police warning after being found in possession of controlled drugs at Campview Road.
About 5pm, Friday the 7th of September the window of a property at Brixwold Bank was smashed.
About 2am, Saturday the 8th of September 2 men caused damage to the windows of a premises at High Street, Lasswade.
About 7pm, Saturday the 8th of September the window of a property at Hawthornden Avenue was smashed.
About 8pm, Saturday the 8th of September the window of a property at Rose Gardens was smashed.

About 12pm, Friday the 14th of September a warrant was executed by police at a property at Auld Coal Avenue. A quantity of drugs were recovered at a 31 year old man reported to the Procurator Fiscal.
About 6pm, Friday the 14th of September 2 women stole a quantity of alcohol from Co-op.
About 10:30am, Saturday the 15th of September a man stole a quantity of alcohol from Co-op.
About 3pm, Saturday the 15th of September a 32 year old man caused a disturbance within a public house at Dundas Street. He has been reported to the Procurator Fiscal.
About 9.30am, Sunday the 16th of September a 20 year old man assaulted another man at Polton Avenue Road. The man was traced and has been reported for this incident and drugs offences.
About 6.30pm, Sunday the 16th of September 2 woman stole a quantity of meat from Co-op.
About 9am, Tuesday the 18th of September a warrant was executed by police at a property at Sherwood Court. A quantity of drugs were recovered and a 23 year old man reported to the Procurator Fiscal.
Overnight between Wednesday the 19th and Thursday the 20th of September paint was poured over a vehicle parked on Dobbies Road.
About 8.30pm, Friday the 21st of September a woman stole a quantity of meat from Co-op.
About 7.30am, Saturday the 22nd of September a boy stole goods from Tesco Express.
Overnight between Sunday the 23rd and Monday the 24th of September entry was gained to a shed at Rose Place by unknown persons and pedal cycle parts stolen.
Overnight between Wednesday the 26th and Thursday the 27th of September a vehicle parked on Sherwood Loan was damaged.
About 1.30pm, Friday the 28th of September a woman stole beauty products from Lloyd’s Pharmacy.
About 4pm, Saturday the 29th of September a 22 year old man was found in possession of drugs and issued a recordable police warning.
About 7pm, Sunday the 30th of September staff at the public toilets behind Polton Street discovered that significant damage had been caused to the complex.
Throughout the month of September there were various calls made to police regarding youths causing a nuisance predominantly around the Dickson Grove and Durham Grove/Bank areas, but also elsewhere in the Bonnyrigg. Police have combated this with regular patrols and robust intervention where youths have been found to be behaving in antisocial or criminal manner.

About 1.30pm, Friday the 28th of September a woman stole beauty products from Lloyd’s Pharmacy.
About 4pm, Saturday the 29th of September a 22 year old man was found in possession of drugs and issued a recordable police warning.
About 7pm, Sunday the 30th of September staff at the public toilets behind Polton Street discovered that significant damage had been caused to the complex.
Throughout the month of September there were various calls made to police regarding youths causing a nuisance predominantly around the Dickson Grove and Durham Grove/Bank areas, but also elsewhere in the Bonnyrigg. Police have combated this with regular patrols and robust intervention where youths have been found to be behaving in antisocial or criminal manner.
