3 Walker Homes- Graeme Patrick of Walker Homes addressed the Community Council on the current pre- application stage of the Dalhousie South Housing Plans. This was in an effort to inform and take comments on the plans before submission.
Plans are still available to read on the Walker website and comments on plans are welcome up to the point that the application is submitted (which is likely to be at the end of November 2017).
Brief description of plans as follows- Housing development will be on the Cockpen Church side of the distributor road, with a school provided for residents on the opposite side of the road.
Plans are initially for 360 houses however given the need to factor in green/ open space for suds ponds and play areas, it is likely to be closer to 300 homes.
A traffic and archaeological assessment of the area has been undertaken. These determine that a roundabout on the distributor road is not necessary. Midlothian Council concur with this finding. It was decided that a road widening and T junction with a right hand turn lane would be suitable to access the new development. Ecological surveys are ongoing but current reports show that tree planting will be necessary to protect the church area and that the bat population would not be disturbed by this new development.
Comments/Concerns raised by CC-
Traffic- Concerns raised that speed on the distributor road is an issue. ? A roundabout would be a more suitable solution to traffic management. Several CCs raised concerns about the lack of pedestrian crossings on the distributor road ( especially with the current placement of bus stops along the road). Walker Representative explained that they have a duty to provide a safe crossing to the school, however there will not be significant changes to the road and it is likely that crossings will be moved as opposed to being increased. Ian Baxter keen that pedestrian crossings should also be designed with cyclists in mind.
Internet Service Provision- Concerns that this service will not be adequate. Graeme Patrick notes that Midlothian Council will insist that BT Openreach is installed prior to housing being developed. Walker already have a contract in place with BT Openreach but the quality and speed of the internet is an issue to be undertaken with the service provider.
Affordable Housing- Queries on what will be available. Midlothian Council stipulate a 25% affordable housing policy, which in this estate will account for approx 75 houses. CC Sheila raised concerns about a general lack of disabled access housing in the area. Graeme Patrick assured the Council that these thoughts would be taken back to Walker and considered in the development of the Housing Application.
4. Minutes- Last month's minutes adopted following previous amendments.
5. Matters Arising- Newbattle GP Practice are planning to reduce its patient list by dropping a geographical area. This appears to be in an effort to avoid covering the planned housing developments near the distributor road. CC have expressed concerns.
6. Police and Crime Report- PC Dan Lennie reported that there has been an increase in shoplifting and a total of 51 reported crimes within the last month. There continues to be issues with break ins and attempted thefts within the area, in particular in relation to shed and motor vehicles. There has been vandalism at the ex serviceman's club.
7. Reports from Midlothian Councillors- No report this month.
8. Issues Raised by Members of the Public- Member of the Public, and Bonnyrigg resident Jan Irvine raised an issue she is having with residents smoking, littering and storing equipment in the communal stairwell. Resident advised to contact Environmental Health. Midlothian Councillor Dianne Alexander to assist. PC Dan Lennie also advised contacting the Fire Brigade.
Discussion ensued regarding the online appointment booking system at Strathesk Medical Practice. This service seems to be very restrictive. CC Ann suggested that she contact Practice Managers and invites them to a future CC meeting to discuss this issue.
As noted by CC Sheila, despite being mentioned in the ESPC Bonnyrigg has not got an active 'twinning' programme . Ian Baxter notes that the twinning funds are not held within the BLCC account and that the account holding these funds may well be dormant but does still exist.
9. Planning- CC note that double yellow lines are necessary to assist in the management of parking issues at the 'old laundry' site in Lasswade.
HS12- An environmental scoping opinion has been developed which should be read and responded to by the CC. Please share any thoughts via email.
Dobbies have applied for permission to create a new side entrance into their property. CC have not replied. No issues with this application.
An application has been made for a new house on De Quincy Rd. This is currently a derelict play house and out with BLCC area. No response made.
Burnbrae Terrace- An exhibition into council plans for a depot/offices in this area will be undertaken next week at Burnbrae Primary. Whilst out with BLCC area it is noted that this could potentially affect traffic etc on distributor road. It is therefore helpful to keep up to date on proposals.
An application has been submitted for a new house at 25A Polton Road . CC has no issues with this.
Land at Hardengreen House is at a pre application phase. It is noted that this must be taken into account when considering other developments nearby.
An appeal has been made for the application for 9 houses near the 'Laird n Dog', Lasswade. This was previously rejected due to the plans not being in keeping with the conservation area. Marnie to comment should the CC wish to object again.
10. Traffic, Roads and Pavements- Nothing to report this month.
11. Financial Report- Treasurer Ian absent from meeting so no current balance available. CC Ruth has now received her payment of £75. Ian Baxter is to conduct an audit of last year's finances but has not got access to a statement covering the month following 31st Dec 2016. Another signatory mandate form is to be completed for CC Bill.
12. Correspondence- The Community Grants Form must be submitted by 19th Oct 2017. Discussion was had about what might be included in the application for funds including funds to develop our webpage and poppy wreaths for Remembrance Sunday. CC Bill raised possibility of restoring fountain located near the fitness trail however there is a query over who this belongs to ? church. Marnie to complete Grant form.
13. Admin Matters- Discussion regarding whether we were able and willing to contribute to the Bonnyrigg Christmas Lights Fund. It needs to be clarified if the CC are allowed to give a donation to another community group.
14. AOCB- No issues raised
15. Midlothian Federation of Community Councillors- Marnie noted it would be helpful to invite a planning officer to attend CC meeting in future.

Police Report August 2017
Beat Area BD01 – Bonnyrigg, Lasswade, Poltonhall & District
During the month of August 2017 in the beat area BD01 – Bonnyrigg, Lasswade, Poltonhall & District – there were 51 recorded crimes reported, of which 10 were solved (20% solvency). During this time period, there were 322 calls to Police Scotland.
INCIDENTS OF NOTE
About 7pm on 02/08/2017, a quantity of steaks were stolen from Tesco, Staiside Court, Bonnyrigg. The female responsible is described as late 20s – early 30s, 5’5” in height, slim build, with dark red hair.
About 1745hrs, 04/08/2017 a blue Carrera mountain bike was stolen from a garden in Chesters Court, Bonnyrigg.
Between 1930hrs and 2000hrs, 07/08/2017 youths were seen breaking windows at the derelict premises at Bonnyrigg Ex-Servicemans Club, Waverley Terrace, Bonnyrigg. They returned about 1900hrs, 08/08/2017 and were causing a general nuisance near the premises.
Between 2300hrs on 08/08/2017 and 1900hrs on 09/08/2017 an attempt was made to force open patio doors at a property in Golf Course Road, Bonnyrigg.
Around 0440hrs, 10/08/2017, two males were disturbed trying to steal a motorbike from a rear garden in Cameron Crescent, Bonnyrigg.
About 1700hrs, 10/08/2017, three youths aged between 13-15 years old, stole alcohol from Spar, Polton Street, Bonnyrigg. They ran off towards Lothian Street.
About 1940hrs, 10/08/2017, numerous calls were received regarding youths causing problems all over the Hopefield estate. One local youth was arrested and charged with an offence in relation to his conduct.
About 1500hrs, 13/08/2017, a male and female entered the CO-OP, High Street, Bonnyrigg and stole a quantity of meat and cheese.
Between midnight and 0945hrs on 14/08/2017, 2 motorbikes were stolen from a garage in Cockpen Road, Bonnyrigg.
About 1535hrs, 15/08/2017 a man stole a case of beer from Tesco Express Bonnyrigg. Suspect described as male white, 25 years, dark hair, wearing a black coat and dark jeans.
About 0500hrs, 16/08/2017 3 youths were seen damaging a property on Andy Kelly View Bonnyrigg. Police are following a positive line of enquiry to identify the youths.
About 0700hrs, 20/08/2017, the staff at Greggs, High Street, Bonnyrigg reported that a shop window had been broken overnight.
About 1000hrs, 21/08/2017 a resident in Sherwood Terrace, Bonnyrigg discovered her window had been cracked overnight.
About 0310hrs, 22/08/2017 two men were seen on CCTV breaking into to Ferguson Park Garage, Rosewell. They then stole a Ford Fiesta which has Ferguson Park Garage signwriting on all sides.
Following a theft of various goods from Spar, Polton Street, Bonnyrigg on the evening of 25/08/2017, two women were arrested and reported for this and other offences.
Police are investigation the attempted theft of a motorcycle from an address in Golf Course Road, Bonnyrigg, in the early hours of 29/08/2017.
The dental practice in Rosewell Road, Bonnyrigg was broken into between 0330hrs and 0400hrs on 29/08/2017.
A take-away premises in Staiside Court, Bonnyrigg was broken into overnight between 28/08/2017 and 29/08/2017. A quantity of cash was stolen.
A male has been charged by police following the theft of a wallet and cash at Lasswade High School on 30/08/2017.
Between 2100hrs on 30/08/2017 and 0700hrs on 31/08/2017 the locked garage door at an address in Waugh Path, Bonnyrigg was damaged in an attempt to gain entry. Between similar times a garage was broken into at an address in Waverley Crescent, Bonnyrigg.

Beat Area BD01 – Bonnyrigg, Lasswade, Poltonhall & District
