Welcome and Introduction
BLCC Chair Marnie Crawford began by welcoming everyone to the meeting. She informed those present that Community Councillor Ed Angus had decided to retire from the Community Council with immediate effect. Marnie gave appreciation to CC Angus for his service to the Community Council.
Marnie put on display a new set of name cards designed to let visitors know who each BLCC member is. The cards will be displayed during future meetings.
Marnie mentioned that the BLCC had considered holding future meetings at an alternative venue. They had visited the Community Room at Lasswade Centre, but it was decided this was not a suitable location. They will look at other possible venues within Council premises but in the meantime will promote meetings in the Sports Pavilion.

Minutes of Meeting of 14 June 2018
[Correction] In AOCB on page 4, Dianne Alexander [not Diane Easton] is looking into the issue concerning five-a-side football pitches.
Matters Arising from the Minutes
- Community Council boundary changes. CC Chair Marnie reported that there has been no feedback or comments about the proposed boundary changes.
- Parking on pavements. The Police and Community Council will monitor this.
- The new BLCC privacy policy has been drafted and will be issued via the MailChimp bulk email tool.
- Post Office closure. There is still no news of possible replacement premises. This continues to be a major concern for the Post Office branch employees and for the town.
- Roadworks and road closures. The roadworks in Dundas Street and Cockpen Road appear to be almost complete, although temporary traffic lights are still in operation. The re-surfacing work on Rosewell Road appears to be complete.
- Winter services consultation; consensus from BLCC feedback. BLCC recognises that priorities must be set, for example Council drivers being re-deployed to driving carers to patients. However, BLCC stresses that people need the tools, for example grit bins, to help their communities. There must be a proper audit of grit bins and a review of their provision.
- Twinning funds. Midlothian Council are happy with BLCC’s proposal to make the money available for charitable purposes.
- Noise issues and damage to King George V Park by a visiting fair and circus. The Council said they do have a decibel limit but this had not been enforced. Now that we are aware of the existence of a decibel limit local people should report any concerns to the Council. The circus broke paving stones near the war memorial; the Council has debited their bond.
Police Report
PC Graham Black provided highlights of the police report and the full report is copied below. Community Councillors drew attention to the number of drug-related incidents in contrast to previous Police Reports. PC Black referred to the work of the reinstated Community Action Teams [CAT]. They have been able to follow up on reports of unusual behaviour allowing Community Police Officers to put together a clearer picture of suspected drug-related offences, applying for drug warrants and make arrests, as well as sending a message to the criminal community.
Orange Order - recommendations for future
BLCC Chair Marnie had contacted PC Cassidy and had been notified of one incident in Dundas Street. BLCC has concerns about the route of the march past the Roman Catholic Church. The Church is not in the centre of Bonnyrigg therefore the route of the march seems to be provocative. The marchers’ licence permitted them to process in the morning and afternoon, however they were heard performing a third time around 8 or 9pm.
BLCC Chair Marnie had heard reports of children in the parade being spat on by onlookers; this information has been passed to the local police.
BLCC does not know how much strength the Orange Order has in Bonnyrigg and is not sure whether this parade is suitable for the town. The route is largely through residential areas and was approved by Midlothian Council. Chair Marnie to contact the local Councillors and PC Cassidy with BLCC concerns.

Planning
- HS10 [Dalhousie Mains]
- Council development Land West of Burnbrae Terrace [Hopefield Resource Facility] appears to be unpopular with residents. The development comprises:
- Offices for Midlothian Council’s transportation departments
- Ambulance depot
- Workshops and industrial units
- The development also contains smaller industrial units which could be suitable for external businesses
- Parking and washing facilities for Council HGVs
- A large number of parking spaces for cars and vans for Midlothian Council staff
- The development is double-fenced
- The entrance to the HGV yard is via the distributor road
- The car entrance is 20 metres from the distributor road into Burnbrae Terrace. Potentially high volume of vehicles will be travelling through this stretch of road.
- CC Chair Marnie had previously asked for feedback from Community Councillors and has been asked to respond to the representative of the ‘Save Hopefield’ action group. Her reply will comment that the development will provide badly needed employment possibilities. Also, the sale of the Council industrial spaces in the centre of Bonnyrigg will change the nature of the space. Marnie’s response will also focus on the potential for improving the development, for example adequate screening. Marnie will also suggest that fast food vans are not allowed on site, providing an opportunity for a shop to be built in Burnbrae.
- A planning application concerning the siting of a snack van at Poltonhall Industrial Estate. This seems to be for a fixed stand in one of the industrial units. An issue for the Community Council is that this site is close to Lasswade High School, but on the other hand there are already food outlets in the proximity so it’s questionable just how much of an issue this is.
- Applications for more disabled parking spaces. Chair Marnie considering speaking with the local Councillors to get more information about this.
- The Community Council held a short discussion about the land on the site of the old market and what is going to happen to it. Unknown. CC Sheila expressed concerns about the state of the site.
Road Issues
- Closures July for SNG Dundas St/Cockpen Rd. Temporary traffic lights are still in operation.
- Resurfacing Rosewell Road starting 6 August if SNG work above finished. This is now complete.
Business Plan for BLCC including Mission Statement and Objectives and Action Plan Report of meeting only.
This meeting was held on 12 July and CC Darius took charge of note taking. As he is not in attendance tonight this will be discussed at the next Community Council meeting. Essentially, there is a need for more Community Councillors to take on roles to support the operation of the Community Council, to make it more sustainable and vigilant to what’s going on locally, and to find better ways to communicate with local people.
AOCB
- Chair Marnie and CCs Diane and Owen to meet with Steven McCluskey of the Health in Mind organisation to discuss local mental health and wellbeing provision.
- CC Bill had sent an e-mail to all Community Councillors concerning the proposed Waverley Park obstacle course project. The estimated cost is £30000. CC Bill is approaching local organisations for funding and is expected to provide an update at the next Community Council meeting.
- CC Sheila in her position as Treasurer asked why the Community Council has a direct debit payment of £35. Chair Marnie commented this is a fee to the Information Commissioner for a data protection licence. This licence is required because the Community Council has ownership of the Residents Forum and the bulk e-mail list.
- CC Sheila asked Community Councillors to submit receipts for any expenses, for example buying wreaths for the Remembrance Day event, and print cartridges.
- CC Ruth reported that the Community Shop has now opened and in September will start to distribute a fund of £25 000. Local groups can apply for a share of the fund. The Community Shop has amalgamated with the Bonnyrigg and Sherwood Community Trust which is a registered charity. The shop’s annual income was in the region of £40 000 while it was owned by Arthritis Research. All funds will be invested in the local community. The shop takes all types of donated goods apart from electrical items.
- CC Ruth reported an issue concerning a drain at the rear of the Community Shop which is constantly blocked. The issue has been reported several times to Midlothian Council but hasn’t been repaired. Some members of the Community Council suggested they use the Council’s new Twitter helpline to request assistance. CC Chair Marnie plans to find out more about the issue.
- CC Chair Marnie met with Rosemary Mackay, Secretary of the Lasswade Civic Society [LCS]. They discussed mutual interests in respect of local planning and development matters. Marnie reported that LCS have members with expert knowledge who could potentially be made associate members of Bonnyrigg and Lasswade Community Council.
- CC Sheila mentioned a fund-raising ceilidh to be held in aid of the Red Cross in Auchendinny Community Centre on Sunday 9 September.
- CC Rhona brought up the subject of the ‘Paths for all’ e-mail circulated by the Midlothian Federation of Community Councils. They are looking for new representatives onto this group. Rhona already attends as a representative of the British Horse Society. Marnie will contact the Traffic, Roads and Paths subgroup and suggest that Rhona should replace CC Ed who is leaving the Community Council.

Bonnyrigg, Lasswade and Poltonhall and District
June and July 2018
During the month of June and July 2018 in the beat area BD01 – Bonnyrigg, Lasswade, Poltonhall & District – there were 121 recorded crimes reported, of which 66 were solved (55% solvency).
During this time period, there were 714 calls to Police Scotland.
INCIDENTS OF NOTE
On Thursday the 7th of June a youth stole goods from within the Co-op, High Street.
On Friday the 7th of June a window was smashed by youths at a property on Dickson Grove. Police enquiries are ongoing.
On Friday the 7th of June a 2 men aged 16 and 19 years old were charged after carrying out an assault and behaving in a threatening and abusive manner within a premises on the High Street.
On Saturday the 8th of June a 58 year old male was charged with having no insurance or MOT on his vehicle at Hawthornden Avenue.
Overnight between Saturday the 8th and Sunday the 9th of June a property was entered at Castell Maynes Crescent and a number of high value items stolen. Police enquiries are ongoing.
About 2pm on Wednesday the 13th of June a man stole a quantity of alcohol from Co-operative. Police enquiries are ongoing.
About 11am on Friday the 15th of June fake currency was used at a premises at Dalhousie Place.
Overnight between Friday the 15th and Saturday the 16th of June a vehicles wind mirror was damaged whilst parked up on Castell Maynes Avenue.
About 5pm on Sunday the 17th of June 2 men ages 16 and 18 years old were traced on Moorfoot View on possession of quantities of drugs. Both were issued recordable police warnings.
About 9pm on Sunday the 17th of June a woman stole a quantity of alcohol from Co-operative.
On Monday the 18th of June a 15 year old boy was charged after attempting to steal goods from Co-operative.
About 7pm on Monday the 18th of June a silver Renault car parked on De Quincey Road was damaged and the paintwork scratched on both sides. Police enquiries are ongoing.
On Tuesday the 19th of June a 24 year old man was arrested after causing a disturbance at an address on Rosewell Road.
On Thursday the 21st of June a search warrant was executed at an address on Dobbies Road and a quantity of drugs recovered from within. Police enquiries are ongoing.
About 7.30pm on Wednesday the 27th of June a 47 year old man was traced driving a car whilst under the influence of alcohol on Dundas Street. He has been reported for various road traffic offences.
About 1am on Sunday the 1st of July a 20 year old man was arrested and charged after damaging several parked vehicles on Dalhousie Road West and being found by police in a drunk and incapable state.
About 10:30pm on Sunday 1st of July a 46 year old man was arrested and charged with several road traffic offences after being caught speeding on Rosewell Road, failing to stop and driving whilst disqualified.
Between 9:30pm on Sunday the 1st of July and 6am on Monday the 2nd of July several windows at Lasswade Centre were damaged. Police enquiries are ongoing.
About 8am on Wednesday the 11th of July occupiers of a property at Waugh Path discovered that unknown person(s) had entered their property and a number of items stolen from within.
On Friday the 13th of July a 17 year old woman was charged with a number of road traffic offences as well as drugs offences after failing to stop for police and being pursued through the Bonnyrigg area. A report has been submitted to the Procurator Fiscal.
About 2.45am on Saturday the 14th of July occupiers at a property on Waverley Park, discovered that their property had been entered and a number of items stolen from within. Police enquiries are ongoing.
About 8am on Saturday the 14th of July occupiers of a property on Waverley Crescent discovered that their property had been entered their property with a number of items stolen from within. Police enquiries are ongoing.
About 1.30pm Friday the 20th of July a man and woman stole alcohol and other goods from Spar. Police enquiries are ongoing.
About 4pm on Friday the 20th of July police executed a misuse of drugs act warrant at a property at Campview Road and a 32 year old man has been reported for drugs offences.
About 9pm on Saturday the 21st of July police executed a misuse of drugs act warrant at a property at Parsons Pool and a 39 year old man has been reported for drugs offences.
On Wednesday the 25th of July police executed a misuse of drugs act warrant at a property on Campview Road where a quantity of drugs were recovered.
Between 9:30pm on Wednesday the 25th of July and 7am on Thursday the 26th of July a white Fiat Doblo van was stolen from a property at Auld Coal Gardens.
About 4pm on Friday the 27th of July a number of youths assaulted a member of staff at a premises on Dundas Street, by throwing shop furniture at them. Police enquiries are ongoing.
About 10:30pm on Friday the 27th of July 2 men stole a quantity of alcohol from Tesco, Rosewell Road. Police are pursuing a positive line of enquiry.
About 2am on Saturday the 28th of July a 26 year old man was arrested and charged after causing a disturbance and vandalising a vehicle at Dundas Street.
About 8am on Monday the 30th of July police executed a misuse of drugs act warrant at a property on Dundas Street where a quantity of drugs were recovered and a man charged.
Throughout the months of June and July police received several calls regarding youths causing a nuisance around the Bonnyrigg area, several of which were within school grounds. In response to this police were carrying out dedicated patrols of schools and the Midlothian area to deter such conduct.
Throughout June and July Bonnyrigg hosted a number of events including Gala days and an Orange March. All events passed without any significant issues.
Several calls were made to police regarding the manner of driving and high volumes of traffic on Maryfield Place, which was as a direct result from the road closure at Dundas Street. Working closely with the community and Midlothian Council a 1 way system was implemented, which helped to prevent the issues being experienced. Police patrols of the area continued to detect and deter any criminality or antisocial/dangerous driving.
