Minutes of the Bonnyrigg and Lasswade Community Council
Thursday 21st Dec 2017, 7pm
Sports Pavilion King George V Park, Bonnyrigg
Welcome/In Attendance- Marnie Crawford (Acting Chair), Darius Namdaran (Community Councillor) Bill Macdonald (Community Councillor), Jennifer Gad (Minute Secretary), Owen Proudfoot (Member of Public), Ruth Scott (Community Councillor), Diane Easton (Community Councillor), Dianne Alexander (Midlothian Councillor), Community Police Officer Lewis Hodgkinson, Jan Irvine (Member of Public). All in attendance were welcomed by the Chair.
Apologies- Councillor Janet Lay- Douglas and Community Councillor Ann Morrison sent apologies.
Minutes- Adoption of the Minutes from last month's meeting (16th Nov) was proposed by Darius Namdaran and seconded by Dianne Alexander. Minutes therefore accepted.
Matters Arising- Police were thanked for their attendance and assistance in dealing with traffic violations at Hillhead. CPO Lewis Hodgkinson reported that some warnings had been given to drivers. Surveillance is continuing however there is now (in the most part) compliance with speed and parking restrictions.
Police and Crime Report- CPC Lewis Hodgkinson provided this month's crime report. In this period there has been 22% solvency of crimes. There has been the known regular issues with minor vandalism and theft from vans and shops. A small number of drivers have been charged for illegal parking around Lasswade Primary (where there remains restricted parking at present). Over the festive period Police undertook an operation targeting road crime and anti social behaviour. Community Action Teams have now returned and are based at Loanhead. They will be focussing on tackling Anti Social Behaviour.
Reports from Midlothian Councillors- Dianne Alexander was in attendance. She reported that the SNP Group were keen to see the Labour Budget proposal when it is published. Marnie noted that she has sent comments on behalf of the CC to Midlothian Council emphasising the importance of Libraries as information points and as such an invaluable resource it would be detrimental to the community should there be closures due to budget restraints.
Planning- McDonalds Restaurant and drive through at Tesco Hardengreen car park- Community Councillors were split (4vs4) on whether this proposal would be beneficial to the local community. Most Councillors expressed some general concerns over the potential of an increase of traffic and littering (particularly along the railways path). Consensus was to write a response to the plans noting the concerns of the CC and the general divided opinion.
Larkfield developers (North and South of Eskbank Road) hope to alter the conditions of planned housing build. The development had been granted permission at appeal but with various conditions to be worked out with Midlothian Planners. BLCC have highlighted that this area has always been Green Belt and is now in communication with both Eskbank and Newbattle CC regarding this planned build.
Hopefield- Layout of Midlothian Council land is being considered and there are plans to hold a consultation at some point in February.
Financial Report- CC require Treasurer to establish who are signatories for the Bonnyrigg Twinning Account at BoS with a view to closing the account.
Admin Matters- Community Councillors Dougie Stewart and Gail Maguire have stepped down from their positions on the CC. Owen Proudfoot and Jan Irvine expressed an interest in joining the Community Council. Their co-option was proposed by Sheila Metcalfe and seconded by Dianne Easton. Therefore Owen Proudfoot and Jan Irvine were duly elected as Community Councillors.
Colin Beattie (MSP) will be attending the CC meeting in Jan 2018.
The local shop U-Save has recently lost its licence to sell alcohol. They have however appealed this decision and thus have been granted a temporary licence in the interim.
A discussion was had regarding the division of tasks within the CC. It was agreed that roles must be delegated. The team thus far comprises Marnie- Planning and Temporary Chair, Jen-Minute Secretary, Communications- a shared role between Darius (FB) and Dianne (Website) Treasurer - currently Ian Sprott, with Sheila expressing an interest in this role if Ian would like to step away. Unfilled position of Secretary (dealing with non planning consultations also). Dianne would take on some of the Secretarial tasks.
AOCB- Discussion regarding necessary road repairs. Lothian St and Douglas Crescent has many potholes and the box junction at Bonnyrigg Toll needs repainted.
A photo of Community Council members is to be taken at the next meeting and this will be displayed on the updated website.
Discussion on the general dissatisfaction and concern over the announcement that RBS will be closing their Bonnyrigg Bank. Some CCs feel that it is unacceptable to close this service given that Bonnyrigg is currently the fastest growing town in Scotland. Dianne Easton will work with Bill Macdonald to draft a letter to the RBS Chairman.
Date of Next Meeting- Discussion was had about potentially moving the date of CC meeting from the 3rd to the 2nd Thursday of the month. There was a general consensus that this would suit most members. Plan made for meeting on Thurs 11th Jan though this was later changed via email to Thursday 18th Jan 2018 as there was no time to inform members of the public of our proposed change of schedule.

Criminal Activity December 2017
Beat Area BD01 – Bonnyrigg, Lasswade, Poltonhall & District
During the month of December 2017 in the beat area BD01 – Bonnyrigg, Lasswade, Poltonhall & District – there were 67 recorded crimes reported, of which 25 were solved (37% solvency).
During this time period, there were 270 calls to Police Scotland.
INCIDENTS OF NOTE
On Saturday 2nd December in Viewbank Drive and Gladstones Gait, Bonnyrigg attempts were made to damage Festive lighting in the gardens there.
On Wednesday 06/12/2017 a 27 yr old male was reported for a number of Drugs and Road traffic Offences, including driving whilst disqualified, having been seen driving on the Bonnyrigg Distributor Road.
On Thursday 07/12/2017 a vehicle was seized, and a 55 yr old man reported for driving without Insurance in Polton Street, Bonnyrigg.
Between Friday 08/12/2017 and Saturday 09/12/2017 a vehicle was damaged whilst parked in Grove Farm Gardens, Bonnyrigg
On Saturday 09/12/2017 a 23 yr old woman was reported for numerous Road traffic Offences having been stopped in Pentland Road, Bonnyrigg.
On Saturday 09/12/2017 an 18 yr old male was given a Recorded Police Warning having been found in possession of controlled drugs in Polton Street, Bonnyrigg.
On Thursday 14/12/2017 a male stole a quantity of fresh food from the Coop, High Street, Bonnyrigg. Enquiries are continuing.
On Saturday 16/12/2017 in Polton Bank, Lasswade a 22 yr old male was reported for a drugs offence, driving whilst disqualified and having no insurance.
On Sunday 17/12/2017 a male was arrested and reported following a disturbance in Polton Street, Bonnyrigg.
Between 1200hrs & 1240hrs on Tuesday 19/12/2017 a male entered the unlocked male changing rooms at Lasswade High School and stole £27 from the pupils clothing within. Enquiries are ongoing.
About 1900hrs on Wednesday 20/12/2017 a group of 14 yr old youths were seen to pull down Christmas lighting from a house in Skeltiemuir Avenue, Bonnyrigg.
Between 1900hrs & 1930hrs on Thursday 21/12/2017 youths were seen throwing eggs within and outside Lasswade High School and in Dickson Grove, Bonnyrigg.
About 2030hrs on Saturday 23/12/2017 a window was cracked by a stone or similar in Holly Terrace, Bonnyrigg.
About 1930hrs, Thursday 28/12/2017, two bags of dog faeces were thrown at a house in Wishart Avenue, Bonnyrigg.
Between 2100hrs on Thursday 28/12/2017 and 1030hrs Friday 29/12/2017 eggs were thrown at a house and cake and sauce smeared over a car parked in Willow Avenue, Bonnyrigg.
Overnight between Friday 29/12/2017 and Saturday 30/12/2017 a Toyota motor car had a window broken and a mirror torn off whilst parked in Leyden Place, Bonnyrigg.
About 1300hrs on Sunday 31/12/2017 a 16yrs old male was challenged by staff at the Co-op, High Street, Bonnyrigg having stolen £10 of sweets, juice and crisps. He attempted to assault the staff before running off.
Throughout the month there were several calls regarding youths behaving in an antisocial manner, some drinking alcohol and being a general nuisance at various locations in Bonnyrigg. This has continued into this month but will be the subject of future targeted patrols.
Throughout December 2017 a team of officers were allocated to ‘Operation Jingle’ and were solely assigned to targeting
